1980-89

The '80's began with steady growth and gradual building of grassroots support.

Then in the mid-80's things took a turn for the worse. These were years of tremendous financial stress, and struggle as far as our program's direction. Proposition 13, the historic taxpayer revolt, eliminated funding for our day programs. Our most energetic founder, George Kerson, died after a very short illness in 1987. The goals and philosophy of our major funding agent, the State Regional Center system, became at odds with our own. Particularly stressful was the "two years to independence" program put in place around 1985. Under this program we could only receive funding for a client for two years. During that period we had to aggressively work to prepare the client for "graduation" into independent living. Of course this was unrealistic. Once the State realized this, their answer was to declare all residential programs as simply "board and care" and to cut funding sharply.

Our response was to develop alternate sources of funding, including our own projects such as the Golf Tournament and Auction, the vineyard and the vinegar and olive oil project.
